He'll keep half of it open in the spirit of bipartisanship.

Unless the Republicans say he should.

But on a serious note... we should really make sure the president does NOT have that power. Because Obama will not be president forever.

It would be 'shutdown' for the masses, but there would still be certain IPs that may be allowed to pass.
