Boulder rebuffs Girl Scouts' warning of cookie-seller arrests

A memo sent this week to metro-area Girl Scout leaders left some troops wondering whether they need to keep extra cookie money on hand for bail when they sell their signature snacks in Boulder.

The e-mail message, which was sent via a "cookie mom" volunteer for the Girl Scouts of Colorado, warned scout leaders that, "If you would like to be approved to go door-to-door or have a booth sale in Boulder County, you must fill out the appropriate paperwork and have your vendors licenses returned to you, or you will be arrested."

Technically, that's true in the city of Boulder, which requires all mobile sales operations -- including the Girl Scouts -- to apply for a "door-to-door solicitation permit."

Boulder County does not require permits for door-to-door sales. Sheriff Joe Pelle said that's a good thing.

"I need my thin mints," he said.

Sarah Huntley, a Boulder spokeswoman, said the Girl Scouts of Colorado does have a permit to conduct door-to-door sales in the city. While the parent organization is responsible for the application, individual troop leaders and cookie managers must submit their information for a police background check in order for their troops to be included on the permit.
