I still cannot access DU except
through a proxy. Any ideas?

2. I changed my DNS settings
to Google public DNS. You can simply google "google public DNS" and there are a few websites that will give you pretty detailed instructions.
I got it all fixed up really quickly.

3. They're throttling connections for suspected RWers.
Kidding of course.

The fix for a problem like this needs to propagate through a large number of servers. For some, that's almost immediate, for others is can take a couple days. The only thing you can really do is to have patience.

10. It'd be interesting to know what companies have set a long TTL.
This can't be by accident, they're obviously ignoring TTL and using their own configuration. I know caching plays a part but it'd still be nice to know.

4. Maybe try going to the command prompt and typing: "ipconfig /flushdns" without the quotes.
Command prompt is "cmd" in Vista/Win7 search bar, and "cmd" in Start->Run on XP.

6. I know it's a DNS issue and nothing nefarious, but it's really creepy seeing people using those here
It's just, erm, I dunno. Images of Egypt or Iran or Cuba or something, very creepy.

13. Me either. I tried changing DNS and had a hell of a time w/router.
I don't know how long this proxy will let me stay on, either.
I'm in NC on TWCable, in the third largest city area in the state. Just FYI.
