This afternoon, at the Wisconsin State Capitol, I witnessed what at times appeared to be the greatest governor in the history of this or any other state showered with affection as he announced a bold new plan to rescue Wisconsin from the brink of otherwise certain economic ruin.

He was feted with more than a full minute of thunderous ovation, with whistles and hooting and cheers, as he entered, and again at the end of his 30-minute address. He received long rounds of applause and a few standing Os while he spoke. The balconies seemed to be filled almost entirely with people who love him, and who applauded him at every turn.

Gov. Scott Walker appeared statesmanlike and poised, a gracious and knowing leader who has the state's best interests at heart. God bless Scott Walker and God bless the United States of America. He is a man of the people, a patriot, a protector…

What's that you say? ...........

... the Capitol was in lockdown -- in apparent violation of state law as well as a restraining order issued by a Dane County judge this morning. ...

... reduces all spending by $4.2 billion, or 6.7 percent ... Walker gave little indication where these cuts will be made. ...

... by prosperity he meant delivering even more tax breaks ... "eliminate the capital gains tax for investors in Wisconsin companies ...

... announced his intention to end the ability of local governments in Wisconsin to raise property taxes to meet needs in their communities ...

... Walker is going to both slash state aids and block local governments and school boards from raising taxes ....

Maya Cole, president of the Madison school board, sounded grim following Gov. Scott Walker’s budget address on Tuesday. “It’s disappointing to hear him say he’s helping kids,” she says, “and on the other hand he’s basically cutting every opportunity for us to help kids when it comes to K-12 education…. I think what he’d doing is just disgraceful.”

Madison school superintendent Dan Nerad also admitted that it has been “a difficult day.”

“This district has been making reductions for over 15 years,” Nerad says. “A year ago we had a reduction of 15% in state aid. This year’s it’s an 8% reduction in state aid. .....

Nerad says Walker’s budget will cause a $20 million cut in revenue for the district in 2011. ......

......... "It feels like we're announcing a going-out-of-business sale," said state Rep. Cory Mason, a Democrat from Racine who criticized Walker's proposed cuts to education.

Walker's budget places "the entire burden of Wisconsin's budget shortfall on our children, our most vulnerable citizens in need of health care and long-term care, and our dedicated public employees," said Robert Kraig, director of the consumer-advocacy group Citizen Action of Wisconsin.

MILWAUKEE (AP) -- Milwaukee Mayor Tom Barrett says Gov. Scott Walker's budget is unfair and could lead to major cuts to vital public services.

Barrett said Tuesday the budget pits one group of public employees against another. He says it excludes police officers and firefighters from the concessions being demanded of all the other state union workers.

Barrett calls that arrangement "cynical." ........

As local officials feared and expected, Gov. Scott Walker is proposing deep cuts in state aid to municipalities and counties and limits on their ability to cover cuts with increased property taxes.

In his proposed 2011-13 biennial budget released Tuesday, Walker is proposing a $59.5 million, or 8.8 percent, cut in state aid to municipalities and a $36.5 million, or 24 percent, cut for counties in 2012.......

The governor is also proposing to cap increases in local property tax collections at 0 percent ....

15. Well that pretty much hamstrings cops & fireman along with other services...
these communities offer. How can the Gov. just say community A can't raise its tax to cover its workers?

MADISON - State Superintendent Tony Evers issued a statement on Gov. Scott Walker's 2011-13 proposed state budget.

"Wisconsin has long prioritized our children and their public schools. This budget proposes unprecedented cuts to state funding for students and their schools. Even in these difficult times, our kids should not disproportionately bear the burden of years of state fiscal folly.

"A well-educated workforce is the fuel that drives Wisconsin's economy forward. While this difficult state budget demands shared sacrifice, we need a budget that is fair, equitable, and does not do permanent harm to our public schools. To be clear, our children and our public schools did not cause this economic downturn or state budget deficit.......

"I understand funding for education will be part of a budget solution. Our legislative leaders must not put the problems of adults on our kids. We need a fair and equitable budget for all Wisconsin's children."

8. I thought they wanted SMALLER government...
Oh, they want no government? They want no public education because it might cost them taxes. They want no unions so they can have no employee protections. They want no child labor laws so they can put those pesky kids who can't go to school because they're parents can't afford to send them to private school. They want to take us back to the early 1900s when the poor knew their place and they could do whatever they wanted. We're the laughing stock of the first world.

Wisconsin Governor, Scott Walker, today unveiled a plan that would cut $1.5billion from the schools and government budget.

The budget cuts would not be paid for with tax or fee increases or redundancies but in large part by forcing government employees to pay more for their pensions and health care benefits, he said.

His plan also drew derision from others facing cuts.

Walker's budget places 'the entire burden of Wisconsin's budget shortfall on our children, our most vulnerable citizens in need of health care and long-term care, and our dedicated public employees,' said Robert Kraig, director of the consumer advocacy group Citizen Action of Wisconsin.

Doing so is Walker's 'own value choice, not an economic necessity forced on him by others,' Kraig said ......

Teachers have played a central role in the struggle of Wisconsin workers, conducting mass job actions, which were supported by student walkouts at East High School in Madison and many other schools.

Teachers reacted angrily to Governor Scott Walker’s new budget that will slash nearly a billion dollars from kindergarten through 12th grade education. This will lead to a wave of school closings, the elimination of programs and further wage and benefits concessions. In his address, the governor also called for the expansion of charter schools and other privatization plans.

Share the burden...some tax increases with balanced cuts designed to protect eduction.
