Locking out WI protestors - I don't get it |

How can the Governor lock out the people who pay his salary? I really don't see how he can legally do this. Can someone explain to me how he can keep citizens covered by their State Constitution from participating in a Federal Constitution act of the 1st amendment. Seems to me that Walker is breaking all kinds of laws, infringing upon Constitutional rights and no one seems to be doing a damn thing about it.
