At what point does/can the Federal Govt get involved in Wisconsin

At what point does/can the Federal Govt get involved in Wisconsin
Couldn't Fed agencies cut off Federal funding to the state for various things like transportation, education, health care?

Could they say that "we don't feel a state that treats it's workers this way is a place we want to have any military personnel or bases located"?

What are the options the Fed has?

1. Actually, it probably is not the domain of the Fed. Government.
However, for Democrats in D.C. to remain mute and
not show support for Unions in Wisconsin, Ohio
Indiana reflects a weakness throughout the Democratic
Party.
