NYPD officer Adrian Schoolcraft secretly records NYPD top brass giving orders that tickets must be written and arrest must be made or there will be hell to pay. Claiming his accusations were paranoid and insane. They didn't know he'd recorded it all. I can't really copy and post the link right now (I'm on my cell phone at the doctor's office), but the Village Voice had a mutlipart series on this last year. Worth your time to google it.

In NYC, it has been proven over and over and over again, that the police are not capable of monitoring their own behavior. Left to themselves, with only mayoral level direction, the police will misbehave. I don't say that because I believe all cops are evil, or even most. It is just the nature of that kind of supervision.
The mayor has political needs, any mayor does. He or she wants to be able to say that "crime is down due to the fine work of our police department" or alternatively "budget cuts at the police department have led to a distressing increase in crime'. Nothing complicated. They want numbers that will prove their particular political police theory.
The demand for clear, simple numbers makes it's way all the way down the chain of command. And nobody at the top is paying any attention to anything else.
Until someone in the police department has had enough. And then, every time, the city's top leadership is (to quote a well known film) "Shocked, shocked!
