Sources: U.S., UK, France work on possible Libya no-fly zone

France, Britain, and the United States are working on a draft text that includes language on a no-fly zone over Libya, diplomatic sources at the United Nations said Monday.

The possible resolution will deal with triggers rather than timelines, one diplomat said. If gross violations of human rights are committed, the diplomat added, that the elements could be quickly turned into a resolution.

Any kind of military intervention in Libya could face sharp criticism from Russia and China who rarely approve of such measures.

John Dalli, EU commissioner for health and consumer protection, was forced to make a public apology after suggesting that Europe should refrain from "interfering" in the unfolding Libyan crisis, breaking ranks with the official line adopted by his own administration.

"I don't think I or anyone else has the right to interfere with Colonel Gaddafi's position," said Dalli, a former foreign minister of Malta, according to reports published in the Maltese press on Friday (4 March).

"The media is treating this almost as a reality show and sometimes I doubt whether some of the images we see are stage-managed," he said when asked about Libya during a breakfast meeting on EU competitiveness organised by the Malta Business Bureau.

Commissioner Dalli's apparent break from the Commission line was quickly linked to the business ties he has had with Libya in the past. According to a declaration of interests published on the Commission's website, Dalli owns a house in Tripoli and was director of a glass manufacturing company in Libya.

We face two questions. First, does the United States have a compelling interest in the removal of Gaddafi? Second, if we do, what are the most appropriate means? I believe that the answer as to interests is "yes." The public statements of President Obama, repeated daily by Secretary Clinton, that Gaddafi "must go," have staked America's credibility on the opposition's success -- a credibility made fragile by our letting expedient considerations trump our supposed commitment to democracy in the past. Great powers don't have the privilege of declaring a situation intolerable and then doing nothing to rectify it when they in fact have the power to do so. In addition, as others have pointed out, if our failure to act were to lead to a resurgent Gaddafi exacting a heavy toll in blood, it would send a chilling message to peoples across the region who are putting themselves at risk for the sake of dignity and a measure of freedom. Already, the Bahrain opposition has expressed its bitterness about Washington's siding with the Khalifa monarchy for the sake of its security ties with the Gulf states. Our current position in Bahrain is a close facsimile to that of the British from 1926 until their departure in the 1960s. They feared an Iranian challenge to their dominant political position, moved in to suppress a Shi'ite uprising, and did so due to strategic and economic interests in the Gulf region that it deemed of critical importance. The British installed Lord Belgrave as pro consul who ran the place for 30 years. A similar option does not appear to be open to us.

As to the means, I defer to those better versed in these military matters. (Sanctions are but a symbolic gesture that could only harm the innocent.) One thought is worth noting. Any intervention that might entail the use of airpower runs into the extreme risk aversion that guides Pentagon thinking, as F.B. Ali points out. Focused attacks on critical military assets including ground troops might well be both necessary and could be decisive in themselves. But all recent experience tells us that the U.S. Air Force will not take to the air without prior suppression of all air defenses, communications centers and auxiliary facilities. Secretary Gates made that perfectly clear last week in pouring cold water on the more modest idea of an enforced "no fly zone" over Libya. Let's bear in mind that Mr. Obama is also an extremely risk-averse president. His cautious instincts are especially pronounced now that he is preoccupied with his re-election, which overshadows all policy decisions. Military action carrying possible consequences that he could not easily spin are seen as a mortal danger to his reelection hopes. So if he does agree to airstrikes in Libya, they are all the more likely to be of the massive kind that minimize chances of a losing a pilot or two. He should consider, though, the collateral physical and political damage that may ensue before committing himself to that course.

Last week, Libyan dissident Najla Aburrahman begged western media to pay attention to the bloodbath unfolding in her country. "If the Libyan protesters are ignored," she wrote, "the fear is that Qaddafi— a man who appears to care little what the rest of the world thinks of him—will be able to seal the country off from foreign observers, and ruthlessly crush any uprising before it even has a chance to begin."

Since then, Qaddafi’s troops have used machine guns and large-caliber weapons against protesters in Benghazi, the country’s second-biggest city, and more than 200 protesters, including children, have reportedly been killed.

UPDATE 68, Monday, March 7, 11:35 a.m. EST/ 6:35 p.m. Tripoli (Siddhartha Mahanta): The battle for Libya rages on, as pro-Qaddafi forces scored some key victories over the weekend.
    - Hell from above: Qaddafi's forces continue their air assault on rebels in the coastal town of Ras Lanuf, reports The New York Times. Over the weekend, pro-government troops attacked rebels in the town of Bin Jawwad using tanks, helicopters, and planes, pushing them further east. And opposition fighters told the Times that loyalists used residents of the town as human shields, causing them to hold back their fire. In the east, the poorly trained but well armed anti-Qaddafi forces are trying to take the dictator's eastern stronghold of Surt, and are still fighting to maintain their grip on Zawiyah.

    - And in Tripoli, pro-government media continues to spin the war being waged in the east, reports the Times: "Not a day passes in Tripoli without some improbable claim by Colonel Qaddafi or the top officials around him: there are no rebels or protesters in Libya; the people who are demonstrating have been drugged by Al Qaeda; no shots have been fired to suppress dissent. In an interview broadcast on Monday with the France 24 , Col. Qaddafi called his country a partner of the West in combating Al Qaeda, insisting that loyalist forces were confronting 'small groupings' and 'sleeper cells' of terrorists."

Libyan forces trying to dislodge rebels from the country's strategically important coast have launched new air strikes.

A warplane fired rockets near a checkpoint on the eastern outskirts of the rebel-held oil terminal town of Ras Lanuf, 400 miles east of the capital Tripoli.

Just after 4 p.m., a jet fighter launched a missile that demolished a white Mitsubishi with an explosion that shook the desert floor and struck a Libyan family trying to flee the oil complex.

Hospital workers at the Ras Lanuf Medical Center said they were told that a father, mother, grandmother and three children were seriously injured. The six were taken to a larger hospital in Port Brega, another rebel-held oil city to the east.

The pickup truck was crushed and bright red blood was smeared on the driver's door and on both seats. An infant's red sandals and a child's sneakers were inside, along with supplies of drinking water, juice packs and snacks.

An oil company security gate entry pass was on the front dash. Rebels said documents inside the car identified the father as an oil company employee in Ras Lanuf.

In 2009, $400,000 of US taxpayer dollars went straight in Saif's pockets instead of helping families here. The total sum agreed upon in 2009 for Libya was $2.5 million. I don't know how that ended up.
