2.18pm: The Guardian's Peter Beaumont writes about the lie of the Libyan government's claim that "No restrictions are imposed on the foreign media."

The reality is that journalists cannot operate freely in Tripoli at all, despite repeated promises from individuals including Gaddafi's son, Saif al-Islam, and the deputy foreign minister, Khalid Khayem.

In recent days the Guardian has been held twice for testing this promise, once for six and a half hours outside the town of Zawiyah – which included a visit to an intelligence barracks. During that episode, journalists were told they would be blindfolded and taken to an undisclosed location.

On the second occasion, the Guardian reporter was held for three hours by paratroopers at a checkpoint with tree other British journalists, among 24 who were detained across Tripoli on a single day.

Other nationalities – all with permission to work as reporters in the country – have been subjected to far harsher treatment: some have been held overnight, physically assaulted by militia or threatened with loaded weapons.

1) In Gaddafi's Libya, there was a government. However, decisions by politicians made their way up but always stopped at one point.

2) This point is known at the brother leader, or his legan thawriya (revolutionary guard?) point. i.e., they make the final decisions really

Rebels will not pursue Libyan leader Muammar Gaddafi over crimes they say he has committed if he steps down from his post in the next 72 hours, the head of the rebel National Libyan Council has told Al Jazeera.

"If he leaves Libya immediately, during 72 hours, and stops the bombardment, we as Libyans will step back from pursuing him for crimes," Abdel Jalil Mustapha, head of the opposition National Council, told Al Jazeera on Tuesday.

He said the deadline would not be extended beyond 72 hours.

The Libyan leader is said to be willing to step down in return for dropping war crimes charges against him and guaranteeing a safe exit for him and his family. He also reportedly wants guarantees from the UN that he will be allowed to keep his money.

4:48pm: Reuters has the following quote from Abdel Salem Mohamed, 21, returning to Ras Lanuf from the front: “People are dying out there. Gaddafi’s forces have rockets and tanks.”

4:47pm: AFP is reporting heavy shelling on the front line, west of Ras Lanuf.

4:46pm: Pro-Gaddafi forces are using tanks and rockets to bombard rebels on the front line, Reuters reports. Rebels are said to be using heavy machine guns, rocket-propelled grenade launchers and anti-tank and aircraft weapons.
