School Employee Taped Boy, 5, To Chair
Man Turned Boy Upside Down In Chair, Police Say

TITUSVILLE, Fla. -- Titusville police have arrested a Brevard County School Board employee who was accused of taping a 5-year-old student to a chair as a form of punishment.

Police said Russell Rochon, 21, wrapped packing tape around a child's chest and lap with his arms taped to his side so he had minimal movement. Police said Rochon then turned the boy upside down and told him he would not release him until he stopped crying.

Rochon was a group leader for the South Lake Elementary After School Care Program. He has been fired

When another student noticed a teacher coming, Rochon quickly removed the tape, police said.
