There are only 19 republicans.

There are 33 senate seats in the Wisconsin senate.
19 are republican, 14 are democratic.
They need 2/3 3/5 for a quorum which would be 20 senators.

Voting share
Republicans: 57.5% (less than 60%, therefore not enough for a quorum without one democrat)
Democrats: 42.4%

just for fiscal votes.

Of course, the next thing they'll do is break off the non-fiscal portions and vote on those while the Dems are out of state. They tried to pass voter ID last week, but it turned out that had to have a fiscal component, so they couldn't vote on it.

Assholes.
