Question - did he do this to exclude the Democratic 14? or did he do this to preempt moderate Republicans?

It's an illegal vote made under illegal pretenses and will not hold up in court. They are just trying to trick the Democratic 14 into returning so they can force a vote on the original bill. They are evil, transparent fucks.
