The Repugs in Wisconsin know that what they did - this vote - was illegal. This is a trap for the 14 Senate Dems. They will - even if one Dem will return to Wisconsin - fall into the trap.
It will give the Repugs the quorum that they need and they will then take another vote and pass it legally.
It's a trap.

I'm sure plan A is that someone comes back and they grab them and pass the bill with quorum, and plan B is to just defend this illegal one in court. Plan A is cheaper.

This legislation will not fly for more than a year or so anyway... as soon as he is recalled... and the new Gov takes over, he will push for a repeal of this legislation if it is not deemed an illegal vote before hand.
This will keep the focus on the issue and after the recall, the momentum will continue into the fall as repugs lose seats not only in Wisconsin...but Michigan... Ohio... Indiana... NJ... Florida... R.I.....
A wave of change larger than when Obama took office.
Hopefully we have filibuster proof Houses... and Senates across the country... including the Capital.
Then maybe the Dems will get the message that our country was never right of center...but way left.
