4. Answering my own question.

I recommend a public transit strike. Shut down the buses, shut down the subways, the trains, anything resembling public transit. Ideally, do this by using the buses to form roadblocks on the interstates. GRIND. EVERYTHING. TO. A. HALT.

That should cost the bastards a few megabucks...
