The whole issue in the first place from Walker's Point of view was that rolling back collective bargaining was so they can fix the budget. That would be a FISCAL issue. But no, they pass it anyway. This is an ILLEGAL bill and its Union Busting. Recall every single yes vote in the Republican Caucus.

There are things that are fiscal in nature but still wouldn't fall under that constitutional provision. It doesn't actually say "fiscal in nature", it lists the types of actions (taking on state debt, spending revenue, etc) that are covered.
