The world’s 100 largest arms dealers, excluding Chinese vendors, sold weapons for $401 billion in 2009, with US vendors in first place. In 2009 the UK and France sold €687,399 of "Chemical or biological toxic agents, riot control agents, radioactive materials, related equipment, components and material". In 2011, the US government was going to sell Gaddafi $77Million of Military Hardware. The deal was quietly scuttled right before the revolution started. France has officially recognize the Libyan NTC, and it seems Spain, Portugal, and Italy are not very far. #Libya

Russia has decided to stop all military agreements with #Gaddafi's regime, and ban all military exports to them. #Libya

And so it seems that #Gaddafi's latest three-plane diplomatic mission ended up being a complete and utter failure.

Back to the fronts, now... #Libya

Azzawiya is calmer today, but still under siege. Still under control of the revolutionaries. #Libya

There are reports of an imminent attack on Misurata, revolutionaries there are on alert. #Libya

On the eastern front, positions seem same as last night, with revolutionaries close to Bin Jawad but ordered not to proceed further. #Libya

There has been bombardment of Ras Lanuf from the air and the sea, and air strikes on Brega. #Libya

The attacks on Ras Lanuf and Brega seem to be attempts to stop the now-constant flow of volunteers and heavy units to the frontlines. #Libya

There are reports that things are getting critical in Sirt, city running very low on supplies esp. of fuel. #Libya

Also reports of some families from Sirt leaving towards the south, esp. Weddan and Houn. #Libya

There were rumors that revolutionaries have retreated to Ugaila, but AJA's reporter called from the area and said that's not true. #Libya

Also, Libyan free army in Ras Lanuf has dug trenches and taken defensive positions. #Libya

Now with the string of European powers recognizing the Libyan NTC, the NFZ problem may find another solution. #

A sovereign government (#Libya NTC) can request from a friendly country to implement an NFZ. That does not require a UN mandate.

UN mandate is required to override the legitimate government of #Libya. I think that becomes unnecessary with a new recognized government.

Earlier, Portugal told Gaddafi that its message to him is that he's no longer the legitimate ruler of #Libya.

Also, Spain flat-out refused to speak to him (Gaddafi) or his envoy. #Libya


Of course Gaddafi responded just like a mafia man would: by threatening to let out some of Sarkozy's "big secrets"...! #Libya

3. The Guardian's summary of events so far today:
• Pro-Gaddafi forces are advancing on the oil town of Ras Lanuf, forcing the evacuation of the hospital. The eastern oil town of Brega has also been bombed and there is fierce fighting around Bin Jawad,

• The International Committee of the Red Cross has described the situation in Libya as a civil war

• The UK and Germany are calling on the EU to issue a declaration stating that the union will not work with Gaddafi and telling Gaddafi "to step aside to allow for a true democratic transformation".

• France has become the first country to formally recognise the Libyan rebels' newly created interim governing council,

• Germany has followed the US, UK, Switzerland and Austria and others by freezing billions in assets belonging to the Libyan central bank and other state-run agencies

• The UK and France are pushing for the creation of a no-fly zone in Libyan airspace in the face of continuing US reluctance. The matter will be discussed later today at a Nato defence ministers' summit

• There are fears about the safety of the Guardian correspondent Ghaith Abdul-Ahad, who has not been in contact with the paper for four days. He was last heard from on the outskirts of Zawiyah

Libyan rebels and diplomats who have fallen out with strongman Muammar Gaddafi have pleaded for it. But do no-fly zones work and can they help bring down the longstanding Libyan leader or prevent him from killing fellow Libyans?

Some experts note that Gaddafi’s airpower comprises of mostly Cold War-era aircraft in disrepair and that the Libyan dictator is more likely to use ground forces or helicopter gunships that hug the terrain and could evade aerial counterattacks.

In Iraq for instance, the northern and southern no-fly zones did not stop Saddam Hussein from wielding power for over a decade until the 2003 US invasion.

RAS LANUF, Libya (Reuters) – Libyan tanks fired on rebel positions around the oil port of Ras Lanuf and warplanes hit another oil hub further east on Thursday as Muammar Gaddafi carried counter-attacks deeper into the insurgent heartland.

In the west, Gaddafi's army sought to starve out insurgents clinging to parts of Zawiyah after see-saw battles this week but the rebels took an important step toward international legitimacy when France recognized their national council.

More than 500 km (300 miles) to the east, Gaddafi's forces bombarded Ras Lanuf anew with projectiles crashing close to a building of the Libyan Emirates Oil Refinery Company.

There was a series of air strikes, and insurgents fired rockets out to sea to counter Libyan gunboats targeting their positions in the oil-producing east.

Al Jazeera's Hoda Abdel Hamid, reporting from Benghazi, tells us there is a feeling there that "the tide is reversing", and people are worried the city could be next in line for Gaddafi's backlash.


About eight days ago, people were very excited that the rebels were advancing town after town. But now the reverse may be true.

Brega is only 200km away from here, and our sources there tell us they are coming under aerial bombardment.

From the beginning, Saif al-Islam Gaddafi said that if the upising continued, they could forget all about having any oil or gas and it seems that is coming true.

Sirte was always going to be the tipping point, but at the moment, they (armed anti-Gaddafi fighters) ar unable to push forward.

I think there is a realisation that this is going to be a long, long uprising - and that they are still exposed.

The military command here feel that as long as there is no international backup, there is not much they can do.

NATO chief Anders Fogh Rasmussen opens the military alliance's summit with a seeming warning that any intervention - be it "support for humanitarian missions" or a no-fly zone would not be decided upon today.

After saying that the 28-nation bloc was working on "a range of options" after increasing surveillance and AWACS flights, he outlined three prerequisites for NATO to step in. He said there must be:

- A demonstrable need for NATO action
- A clear legal basis
- Firm regional support

This would seem to rule out further action without a UN resolution, at least.

It does not mean we are deciding to carry out specific operational steps today, but it does mean we are watching what the Libyan regime is doing to its people very closely.

Brussels - European Union states signed off on a new round of sanctions against allies of Libya's regime Thursday, freezing the assets of companies including the country's central bank.

The EU imposed an arms embargo on the regime of Colonel Moamer Gaddafi and imposed visa bans and asset freezes on him and 25 key allies and relatives on February 28.

On Tuesday, member states agreed in principle to extend the list to bring in five key financial companies, with diplomats saying that they included Libya's central bank and the country's sovereign wealth fund, the Libya Investment Authority (LIA).

Sanctions were also due to hit Mustafa Zarti, a Libyan businessman who had his assets frozen by Austria last week on suspicion that he was shoring up funds for his country's regime, one EU diplomat said.

WASHINGTON - A senior U.S. official says NATO has decided to boost flights of surveillance planes over Libya as the alliance debates the utility of imposing a "no-fly zone" over the country.

U.S. Ambassador to NATO Ivo Daalder says allies agreed on Monday to increase AWACS flights from 10 to 24 hours a day. The expansion is part of contingency planning for possible military intervention in Libya beyond humanitarian efforts.

We got Al Jazeera's Tony Birtley on the phone, who told us how he found himself on the front lines of the fighting, just outside Ras Lanuf:



We've been wondering for the last few days about why Gaddafi has not employed his full forces, and today we've seen those forces in action.

We were caught right in the middle as his forces out-flanked, and then out-bombed and out-shot the opposition forces. There was sustained aerial and artillery and mortar bombardment, and then following in by a flanking movement.

There have been a number of casualties. We've seen trucks going along the highway, but that's being shelled by Gaddafi forces all the way along. I counted ... 50 shells falling.

We've seen trucks with wounded lying in the back of pick-ups, and I think the casualty toll is going to be high. We also saw and heard extensive ground fire coming from the beach , we think there's been a flanking movement from the beach.

But it seems like the major offensive that we thought was going to happen is underway now.

4:28pm: A rebel source says forces loyal to Gaddafi have been firing rockets from offshore oil tankers at rebel positions onshore at the oil port of Ras Lanuf, Reuters reports. “I see them with my own eyes. The oil tankers are rocketing the town,” the source said. “Planes are also bombing and rockets are being launched from the land.”

3:48pm: A wounded Libyan who is being treated in Ajdabiya hospital for a leg injury sustained in Ras Lanuf airport has told BBC Arabic: “Gaddafi is attacking us with planes, tanks, rockets and heavy weapons; we are unarmed civilians and many families and kids have been hit. They attacked the residential area in Ras Lanuf. The mosque and a house next to it were hit.”

What role is Germany playing in Libya which is now at the center of the upheavals in north Africa and the Middle East?

While the situation in Libya is very much in flux, one has to keep an eye on the international relation that Gaddafi established under his leadership-- to get an understanding of the forces that are with and behind him and the forces that are against him.

For at this point the international right-wing is taking advantage of the material contradiction in the country to have direct access to the oil within the country. But, Germany has added a very new twist to the North African predicament and catastrophe, and the negation of African solvency south of the Sahara.

Germany has been the first Western Government with its politician on the scene when uprising began in north Africa. German Foreign Minister Guido Westerwelle rushed to Tunis to assure the then-prime minister, Mohamed Ghannouchi of German support. He suggsted that forming a "transformation-partnership" would be appropriate for their political crisis and that Germany would offer generous financial support. Ghannouchi was later swept by the crisis and forced to resign.

German governments have typically been slow to advocate any intervention, which is good, and they've generally advocated spreading peace and democracy through trade, aid, and cultural exchanges. That's also good.

But in all matters North-African, they've taken that reticence to new levels, leading to a conclusion that more is at play than cautious diplomacy and a weak Foreign Minister.

Ug. I knew he was close to the East Germans back in the day, but really, just because every country that manufactures weapons has slept with this guy doesn't mean they had to as well.

Not included in the article are other weapons deals, such as German firms helping with the chemical weapons facilities in Serba.

The Brazilian journalist, Andrei Netto, who went missing while travelling with the Guardian's Ghaith Abdul-Ahad, is being freed, his paper Estado de SP reports (link in Portuguese).


There is no news of Abdul-Ahad in the article, which says Netto was arrested for incorrectly filling in forms on entering country. (Link and translation from my colleague @estheraddley)

Direct communication with the newsroom - through phone calls and emails - had been deliberately cut off by security, Libyan sources claimed.

RAS LANOUF, Libya – Moammar Gadhafi's forces pushed rebel fighters from the strategic oil port of Ras Lanouf on Thursday, driving the opposition from the city with a withering rain of artillery fire.

The lightly armed rebel forces sped back to opposition territory by the hundreds, fleeing eastward in cars and pickup trucks mounted with machine guns. One said government forces were showering rockets or tank shells on the city in what appeared to be preparation for a full-scale advance.

Shells hit a series of buildings as Gadhafi's tanks moved further along Libya's main Mediterranean coastal road than they have been since the rebels seized most of the country's east.

The main hospital in Ras Lanouf was hit by artillery or an airstrike and the rebels are pulling their staff out and evacuating patients to the towns of Brega and Ajdabiya, said Gebril Hewada, a doctor on te opposition's health committee in the main eastern city of Benghazi. He said no staffers were hurt but he didn't know about patients.
