The world’s 100 largest arms dealers, excluding Chinese vendors, sold weapons for $401 billion in 2009, with US vendors in first place. In 2009 the UK and France sold €687,399 of "Chemical or biological toxic agents, riot control agents, radioactive materials, related equipment, components and material". In 2011, the US government was going to sell Gaddafi $77Million of Military Hardware. The deal was quietly scuttled right before the revolution started. Syria opposes foreign intervention in Libyan uprising
The Syrian Foreign Ministry claimed that foreign interference in Lybian affairs would be a violation of Libyan sovereignty; Syrian President Assad remains confident that regional turmoil will not affect his constituents.

Syria said on Thursday it was against foreign intervention in Libyan affairs as Western states debated how they should respond to a popular uprising against Libya's leader Muammar Gadhafi.

Damascus has remained generally silent on the protests that have swept the Arab world this year and which toppled the leaders of Tunisia and Egypt.

"Syria affirms its rejection of all forms of foreign interference in Libyan affairs, since that would be a violation of Libya's sovereignty, its independence and the unity of its land," the Foreign Ministry said in a statement.

William Hague, British foreign secretary, has spoken on the phone with Mahmoud Jabril, special envoy of Libya's transitional national council. A statement from the UK foreign office reads:


"The Foreign Secretary told Mr Jabril that European foreign ministers had today discussed how the EU should respond to the continuing appalling and unacceptable actions of the Gaddafi regime, in preparation for Friday's European Council. The EU had today extended its restrictive measures against the Libyan regime to include key financial entities.

"Jabril stressed the need for humanitarian aid, particularly in the form of medical supplies and reiterated his request for the West to act to hinder Qadhafi's ability to inflict further violence on the Libyan people, including through a no fly zone. The Foreign Secretary made clear that planning was underway on a full range of responses, including the possible establishment of a no-fly zone. It would need international support, a clear trigger and a legal basis. He also said that another diplomatic mission would be sent to Benghazi shortly."


"International support", and "a legal basis" echo the NATO chief's words earlier, seen to be warning against action without a further UN resolution. But it's not clear what "a clear trigger" would be.

And "another diplomatic mission". We'll keep you updated on that one.

Zawiya looked like a warzone ghost town. #G probably painted along a few roads, draped up green flags and took the reporters there.

I'm really concerned about Zawiyah right now. Where are all the people?

Saif al Islam Gaddafi says "the time has come for full-scale military action" against Libyan rebels. He goes on to say that Libyan forces loyal to his family "will never surrender, even if western powers intervene".

In the interview with Reuters, Saif al-Islam says Libya is "committed to introducing democracy and freedom".

Saif al-Islam, Gaddafi's second-oldest son, goes on:

We will never ever give up. We will never ever surrender. This is our country. We fight here in Libya. The Libyan people, we will never ever welcome NATO, we will never ever welcome Americans here.

Libya is not a piece of cake.

US officials say they are planning to shut down Libya's embassy in Washington DC, but has stopped short of formally cutting diplomatic ties. Secretary of State Hillary Clinton told lawmakers:


We are suspending our relationships with the existing Libyan embassy. So we expect them to end operating as the embassy of Libya.

The regime in Tripoli struck back against the rebels whose once rapid advance stalled last week about 300 miles short of the capital. They have been forced to retreat from Ras Lanuf under artillery and air bombardment.

Reporters have finally been allowed access to Zawiya. They said the green flags of the Libyan leader were strung up around the central square, which is believed to have been the scene of some of the heaviest fighting of the Libyan uprising, which began three weeks ago.

The town (Ras Lanuf) has largely emptied of its 10,000 residents. The rebels said they had been shelled by warships off the coast. Witnesses said dozens of rebels were killed.

The US has not openly taken the lead in support of the rebels, but Libyan state television has broadcast what it said was a phone conversation between the US ambassador to Tripoli, Gene Cretz, and the rebel military commander, Omar Hariri, whom it called a "lackey" or "agent". The US ambassador asked about maintaining secure contact with Hariri and the rebel commander agreed to this.

Saif al-Islam Gaddafi's threat to use "full-scale military action" against the Libyan people brings a no-fly zone closer, British foreign secretary William Hague says. He also said Britain and France had paved the way at the UN Security Council to prepare a resolution endorsing the action, and that NATO was doing the planning on the practical steps of its operation. Hague told the BBC:


"Clearly if there were to be large-scale bombing attacks that the world could see and understand, and that could be verified, on civilians, on populated areas in Libya, then that would massively strengthen the case for the introduction of a no-fly zone."



It's worth noting that one of the three preconditions for military action laid down by Hague earlier today was "a clear trigger" event.

ITV News international editor Bill Neely was the first journalist into Zawiya today after its recapture by pro-Gaddafi forces, and he has filed an account for the Guardian.

It's being edited right now but here are the first extracts of what he saw:


It is certainly the worst devastation I've seen in any town centre. Mix a huge IRA bomb with a tank battle and add the aftermath of an artillery barrage and you get some idea of the damage to the centre of this town of a quarter of a million people.



Neely also spoke to some of the remaining residents of Zawiya:


We talked to one man who said "People are being arrested for no reason, people who stayed in their homes for the whole seven days of the fighting. You cannot imagine what is happening here". He put the death toll at around 150 but no-one really knows.

Looking at the rocket and bullet holes in the town's buildings, it wouldn't be surprising to learn that Gaddafi's troops had fired tens of thousands of rounds. The minaret of the mosque, perhaps a hundred feet <30 metres> high when I last saw it, has been shorn in two, the top now a mess of mangled concrete.
