I live on the Central Coast of Oregon...
And was in the hot tub at 0500 when I got a text about this mess of an earthquake and tsunami, schools are closed, sirens are going off. I have a 400 foot hill between me and the beach but the bay backs up to my road! We are not expecting more than a 2 foot rise though but better safe than sorry.
My heart goes out to those in Japan, I have not looked yet but from what I have read, it's bad.
Yikes...

3. Wouldn't that hill
create a funnel effect right down the road dangerously magnifying an even small tsunami effect?

4. No, we have a ridge and a series of
dikes between us and the actual beach. The bay extends inland and goes south about 3 miles, I am at the south end of it.

8. We've been thinking of our costal neighbors this moring...
both here in Oregon, and in Japan, for Japan is geologically our neighbor. Right next door in fact. Lovely stretch of planet you live in....
