Depending on the finances, he may have protected some jobs.
Let's be honest, while Unions may have the best intentions, they don't always work out as expected. If Walker and the Wisconsin legislature aren't willing to increase total funding for public sector jobs, then yes, he is protecting the jobs of the middle class.
However, that's only because he isn't providing them with the extra funds needed to increase pay AND increase employment. If the amount of money available is stagnant, or goes down, his logic is that he would rather see everyone take a pay cut, instead of losing jobs altogether.
He isn't lying, he has just created a situation where the unions are at a disadvantage. You can't hire more people if the money isn't there.
