4. Maybe because the ICC hasn't issued an arrest warrant for Gaddafi yet.

I don't believe Interpol has the authority to issue an arrest warrant.

When one of their member states issues a warrant though, they will circulate it by means of a Red Notice and request that person's detention.

The different color notices mean different things, they do not reflect how dangerous a fugitive is.

Once the ICC acts on Gaddafi, I'm pretty sure Interpol will issue a Red Notice for his detention by authorities.
