Missouri Legislature Poised To Repeal Puppy Mill Cruelty Prevention Referendum

For years, Missouri earned the dubious distinction as the nation’s “puppy mill capital” because its lax humane regulations and enforcement allowed dog breeders to raise puppies at low costs in terrible, overcrowded conditions. Last fall, Missouri voters approved a referendum to finally solve this problem — the Puppy Mill Cruelty Prevention Act — which mandates regular veterinarian inspections of breeding facilities and ensures a basic level of treatment for dogs, such keeping temperatures between 45 and 85 degrees. Tea party groups stridently opposed the referendum, arguing it was “just another example of big government meddling in people’s lives.” Now, capitalizing on the big gains they made in November, Republicans in the state legislature are poised to repeal the regulations Missouri’s voters enacted:

Saying the new requirements would put the dog breeding industry out of business, the state Senate voted 20-14 on Thursday for a wholesale rewrite.

On the cutting room floor: rules limiting kennels to 50 breeding dogs and requiring annual hands-on veterinary exams and larger, ground-level cages with access to the outdoors.

Instead, veterinarians would do walk-through inspections at least twice a year and provide exercise plans for dogs. Dogs could be confined in stacked cages so long as they had solid surfaces to lie on.

Apparently determined to preserve Missouri’s status as the nation’s “puppy mill capital,” the state Senate has passed legislation dismantling the humane protections approved by voters in November.

The bill gives breeders permission to continue business as usual — stacking dogs in wire cages, subjecting them to extreme heat and cold, and depriving them of clean water.

11. Rural Democrats
It's more of a rural vs urban issue. There is also a false talking point that this bill also affects livestock. So the opponents have the agriculture community all stirred up.

That is another example of race to the bottom.

Worried about loss of some economic factor, they remove a protection based on peoples values of what is better.


And that is why the component of tariff systems can regulate economic systems. Since money is a common way to decide what someone thinks is better or worse to buy, by having a tariff a society can add a cost that is not shown in the product.

Another way is to educate the population, that is more of a democratic method, a republic method has a few people representing many people advancing the values of society by correcting race to the bottom by adding to the cost of goods.


It is like fines on polluters, or tariffs on imports from countries without worker rights organizations.

7. The new GOP government here in PA is doing the same thing!
The anti-puppy mill bill here passed about a year ago with over 98% support!
What do the fucking republicans have against dogs?
Or are they just against decency altogether?

10. Just another sacrifice on the altar of the almighty dollar.
"I can't make enough money selling my dogs to other people as family pets to keep a roof over my head if I have to treat them humanely." Ensuring that the poor dog they sell to the pet store for some unsuspecting family to buy ends up with so many issues that it ends up un-adoptable, adding to the stress on the local pounds and shelters.

It's all about the profit$. And I bet most of them call themselves "good, moral, christian people", who never heard their bible verses where supposedly their Ghod marks even the fall of a sparrow or their Jaysus mentioned anything about mercy, grace and charity towards those who are dependant on it, or about not being a cold, ignorant, f'n snob or bully...

The voters said no and then the legislature said yes.

16. the bigger question is
why don't the voters hold the legislators accountable? Might have something to do with all the incumbents who run unopposed, or the way incumbents can pile up campaign money while they are in office.
