Blacklists have been used for years. There are good and bad ones. This is not new in the least

They also refuse email and Usenet posts from certain servers. That is their prerogative as network owners. They can also cut off people. These issues have been litigated by spammers and were upheld mostly because they were private networks and not common carriers.
I am not against net neutrality, but it needs to be done in such a manner that those defense mechanisms remain viable. I am clearly against ISPs behaving like Apple and the Iphone/Ipad
