Why in pluperfect hell is he NOT being indicted alongside his miscreant wife? Another line from the article shows that she's no stranger to the courts:
'While it was not made clear what Crall spent the money on, court documents show she has a lengthy criminal history - including charges for obtaining drugs via fraud.
She has 24 charges of obtaining or possessing drugs - having been arrested in 2008 and 2009 in connection with fraud, counterfeiting and obtaining a controlled substance via fraud.
In May 2010, she was charged with seven counts of possessing, distributing and manufacturing drugs.'

under the jailhouse...but this one was allowed to continue illegal activities, and I contend it was because she was married to a cop. The scam for which she was arrested was obviously too high-profile to keep under wraps any longer, and that's probably the *only* reason it was prosecuted.
