the CIA, whose job it is to spread false facts, sews seeds of descent abroad, and run clandestine operations, call their website library "factbook"?

It gets really hard to decide if someone is trying to be clever or just not that savvy about the English language sometimes.
You forgot to mention assassination in your list of jobs the CIA does.
Other than those, I agree it is an ironic name, but I think the CIA invented irony.
"Fierce Invalids Home From Hot Climates," by Tom Robbins is a great expose on what the CIA is really composed of and for what purposes.

You meant to say "dissent," correct?
Decent = Good, hard working, etc.
descent = falling down toward the bottom, opposit of ascent.
Dissent = objecting to a system of government, like the "right to dissent," etc.
no matter, I just was a proofreader as part of my career for the last 35 years.
I mean no harm, just trying to nail down what you mean to say.

Althought if you read the worldfactbook site, it is full of...well...facts. Size of this place, elevation of this mountain etc...
