Bloomberg just reported that after the hydrogen explosion on #3, people starting to leave Tokyo.
I don't know much more about other than the statement made just a couple of minutes ago, but I would not be surprised.

11. Its a stupid conclusion to draw only 20 minutes after the explosion
You can not make such assumptions without proper inspection. He was bullshitting through the news conference. Did not know the radiation levels but was making BS claims that there is little chance that massive amounts of radiation were released.
