Gaigakaunta are running a copy of Koto Ward, Tokyo Indoors (CPM show.) No audio. Gaigakaunta do-it-yourself kit to use is below.

3. CPM = Counts Per Minute. If you look at the following page and scroll down...
...to the part titled "High Altitude Radiation from Airplane Flights" here it'll indicate that a reviewer with a portable radiation detector also read about 12 cpm at ground level which we can safely assume is something like a baseline to see if it goes up with time.

So if it is reading at 12.35cpm, as it appears to be now, it is well within normal range?

I hope so, my girlfriend is stuck in Tokyo right now.

7. that sounds normal, using CPM it's difficult to count below 10CPM
The ones I used typically counted in roentgens per hour. Another issue is if this detector can detect alpha's, which is less of an issue during this scenario, but you can sometimes get abnormally high readings from a temperature inversion.
