Fukushima is about 150 miles to the NNE of Tokyo.

REUTERS:Wind near quake-hit Japan nuke plant to blow inland on Tuesday (It's Tuesday in Japan)

While the wind was blowing out to sea, all manner of deception was possible.

8. I'm not sure they'd have that kind of time to get out of the way if there is...
...a large release of radioactive particles & the wind is blowing right toward them.

In fact, I don't know what the hell would happen. I have heard people tweeting they were sending their family away to Osaka.
