The firebombing of Tokyo, then the nuking of Hiroshima and Nagasaki was just so bad. They have got to be real fucked up, and this is probably just triggering some kind of PTSD.

depends how weak "weak" is.

I mean, there is weak radiation all around us, all the time. Bumping the rads a bit, short term, isn't going to have much impact.

As I understand this, 10-20 CPM is normal background radiation for Tokyo, so the current readings, in the 13-13.5 range as I post this, are still normal.

I'm particularly concerned about this, as my girlfriend, who was supposed to have returned home to Los Angeles last Saturday, is currently stuck in Tokyo at this time.

Below is the explanation of this web cam setup, I have emboldened the pertinent section regarding normal background radiation levels for Tokyo, and followed the original Japanese with the Google translation:
