I do agree that food and blankets should be first priority. That however, doesn't mean that they don't need some kind of religious symbolism to help them in these trying times. I've seen some refugee camps in India(Srilankan Tamils). Apart from food and other basic necessities, psychological counselling through religious people like Pastors, Clerics, and Hindu Priests were an absolutely important to the mental well being of the refugees.

Take advantage of people when they're overwhelmed and doubting everything. Or alternatively, offer them practical help but only at the price of listening to your propaganda.
