a gross bit of negligence by somebody. Placing these critical generators low enough to be at risk from tsunami appears now to be insane.

Then it isn't GE that is to blame.
It's some combination of Toshiba, Ebasco, and Kajima.
Additionally, GE isn't even the reactor supplier on three of the six reactors. They bought two from Toshiba and one from Hitachi. The one with the most significant failure to date is a Toshiba product.
On edit. Nope. It's #2 that has the torus problem. That's a GE unit.
