States cannot shut down Nuclear Power plants (except Vermont)
By state law, the renewal of the operating license must be approved by both houses of the legislature for the nuclear power plant to continue operation.

Also I read that article and Vermont also had to take a vote to close it down. Not sure what you are trying to say. Could you clarify a bit? .. All states can vote whether they wish to continue operating licenses for power plants...
