Scott Walker's Education Budget: INCREASED aid to wealthy school districts; 10% cut to poorer ones

A Legislative Fiscal Bureau analysis of how Gov. Scott Walker's proposal for education funding in the state's 2011-'13 budget came up with a surprising finding: Not everyone might lose aid.

In fact, when run as if the proposal had been in place for the current school year, a number of school districts in the state -- including some of the wealthier districts in the suburbs of Milwaukee -- would actually see their general aid increase from 2009-'10.

The Dover School District in Racine County would be the biggest winner in the state with a 17.5% increase. Other local districts that would have gained state aid and their percentages are: Fox Point (4.6%), Mequon-Thiensville (3.2%), Nicolet (2.9%), Pewaukee (7.4%) and Stone Bank (0.7%).

Meanwhile, Milwaukee Public Schools would have seen its aid decrease by 8% and a large number of other school districts would have lost 10% or more of their aid.

Governor Walker’s budget would cut the Earned Income Tax Credit (EITC) by $41 million over the biennium, a harsh blow for the states’ struggling low-income families. This proposal stands in stark contrast to his recommendation to reduce the capital gains tax by more than $36 million, with nearly all the benefit accruing to the state’s wealthiest taxpayers.

In some ways, the EITC has been the anti-poverty program that everyone can agree on. The legislation creating it was co-authored by many Republicans, and the credit was signed into law by Governor Tommy Thompson. Even Ronald Reagan was a supporter – he heralded the EITC as "the best anti-poverty, the best pro-family, the best job creation measure to come out of Congress," and said that the credit “serves as an offset to social security and income taxes and provides work incentives for many low-income families with dependents.” Closer to home, Rep. Tom Petri (R-WI) said that the EITC “is especially good news for the working poor,” and that it helps “reward work, and to help families stay off welfare and continue in the world of work where they can work their way up.”

Wisconsin, like many other states, has its own EITC, which supplements the federal credit. Only low-income workers with children are eligible for the state’s EITC, which is refundable. In fiscal year 2009, the state spent $127.9 million for the credit, funded through a combination of General Purpose revenue (GPR) and federal TANF dollars. Nearly three-quarters of that amount went to families making less than $25,000 in adjusted gross income, according to a Legislative Fiscal Bureau publication. The EITC is estimated to cost the state $132.9 million in fiscal year 2011.


The changes to the EITC that the Governor is proposing would hit families with two kids the hardest. A single mom who has two children and is making the minimum wage would lose $302 per year (43% of her current credit.) A family with three or more children would lose up to $170 per year. Families with just one child would actually get slightly more – an increase of up to $31 per year.

14. Sadly, it's BEEN this way with him. Many of us knew this as we've had to deal with him for years.
He's been doing this to Milwaukee for a long, long time. It's so maddening that he was voted in on the Republican anger wave of 2010.

5. Its like a battle plan - attack the weakest points of the enemy first
The want to break the poor districts first. This will allow them to usher in private schools and vouchers in those districts and then concentrate on the richer schools later.

I think Ohio Governor is prosing a similar situation even though he "claimed" to increase education in his budget.

Who knows better than you that Wisconsin’s education system is in serious trouble? Metaphorically, it is akin to thousands of children being trapped inside a burning schoolhouse. The alarm has sounded, and politicians have come running, just as they promised they would.

The list of education reforms supported by the public — but opposed by the insiders — is a long one. With that in mind, here is a list of reforms that our Refocus Wisconsin experts say must be done if we’re to move beyond the usual half-measures. Oh, and none of these changes would cost a dime.

. Build a true education marketplace for families by erasing the unjustified limit on charter schools, online schools and school choice. Also, rather than doing charter and choice schools on the cheap, let’s be honest and have all of the state dollars follow the students.

• Take Colorado’s lead and create an independent state board to authorize charter schools. Parents and teachers should no longer have to go hat in hand to their local school boards asking for permission to start charter schools.

• Expand private-school choice statewide and offer a tax credit to families who send their children to private schools.

19. The Nicolet district is planning a referendum to make up for the amount
they are going to lose. I don't know why they would do that if they are getting an increase in aid.

That is Alberta Darling's district. She will support a tax break for the corporations but make the schools in her district raise the property tax to support the schools.

20. They might still be getting less than they otherwise would
but they are still seeing increases as opposed to cuts everyone else is facing. Atleast thats what I get from the article.
