they're worried about an influx of immigrants with which they couldn't cope only some of whom could genuinely claim refugee status. Same probably applies to Spain, Italy , Malta and France itself to some extent. I suppose in theory only Libyans nationals could claim refugee status : not Libya's foreign national work population which seems to be quite substantial.

For the US these days, permission for a full on war is preferable to a permission for a wimpy humanitarian action
