The figure was made out of metal, usually iron, and painted black to convey the impression of a black boy. One would tie a horse's reins to the ring, back in the horse & buggy days.
You can still see them around the South occasionally but they are now covered with white paint, since even the most die hard good ole boy knows to avoid the slave era stereotype of these figures.
And yes, it is a play on Scarlett's famous phrase.

Actually, i agree with you about Scarlett. I had to read the book in high school and i do agree that she is FAR from a strong person. A survivor yes, but only by the skin of her teeth.
But, sheesh i think that movie is the most overrated film in U.S. film history. It's terribly overwrought, the performances are all just so "thespian", there is a minimum of 40 minutes of filler that adds nothing to the story, and much of the cinematography is dreadful. The Atlanta scene is all anybody remembers, and now everybody thinks the film is shot wonderfully. Mostly, the backgrounding is just plain bad.
So, i just thought it was funny that you could ID 200 stronger women than Scarlett, and i couldn't sit through the film long enough, (after the first time) to identify 200 characters, of any gender or species.

Well, that beats NO acting or characters with just lots of car chases and explosions. Maybe you think it's over acted because no one acts in films today.
And it's not overacted. I cannot think of a single over-performed character. Under-performed... like the awful Leslie Howard... yes!
The 1st part with magnolias and moonlight is there to set up the losses in the War and Reconstruction sections... which are the best part of the film and still great movie making.
Then when they are rich again, and she marries Rhett, it does deteriorate into a 1938 soap opera.
But, Oh well... everyone can't like everything. Why there are even people who think Bach and Mozart are boring!
There's no accounting for taste!

That is her tragic flaw.... that she only overcomes at the end.
During the Depression, she represented struggling people (women) and has many strong qualities. Margaret Mitchell wanted to write about what her grandmother (who went thru the Civil War) called "people with gumption".... who do what it takes to survive.
Really.... you have to watch the whole film, y'know.... (I love it because, for its time, it is amazing film making. The details and tech are phenomenal for 1939)
And of course, all that "Southern Aristocracy" crap just gets some Southerners (not I) in a rosy vapor.
I can't believe Leslie Howard played Ashley! (Ashley should be a big Southern lug of a hunk)
But you are right in that there are better women role models out there.

I think adjusted for ticket price it's still the top movie of all time.

1. What does "as God as my witness" mean? It's ungrammatical, and appears to have no content or meaning. Is it a misprint of "as God is my witness", which I have heard numerous times? Is the cartoonist ignorant of the real phrase? Is this somehow the point of the cartoon or the OP?
2. If I pretend that the caption says "As God is my witness..." I still don't get the point of the cartoon. An ultra-rich woman stands next to a lawn jockey (presumably signifying her wealth?) and says she'll never pay taxes again. Um, is this funny, or insightful, or what? Does it refer to some recent event or quote I am unaware of?
3. Is the sky being yellow part of the "joke"? The tree branch? The hill? The cloud? Her dress?
I guess I'm really missing this one. Maybe I need more coffee.

Actually, I saw the movie once in the late 70s or early 80s. I remember it, because a mild earthquake struck normally quiet Columbus, Ohio, during the film. (Only those in the balcony noticed it.)

I'm Okay with what KPete posted...because she's just an exceptional person and her cartoon has more to do with "today's interpretation of Scarlett O'Hara" than what Scarlett was really all about.
It was a funny cartoon and I got it...and would never trash KPete about it, because she wasn't trashing Scarlett with that cartoon...she was just posting a "funny" over what the "perception" of Scarlett is amongst folks who know nothing about the Novel..by Margaret Mitchell to understand where Margaret Mitchell was coming from in writing the book: "Gone With the Wind."
It's just a funny cartoon and it give a huge chuckle. The meanings of Mitchell's novel go deeper into the Culture of America and the South...and the SOUTH rules us to this day...if you think about it...that way.

Seriously. But if you read Mitchell's book...you might get a deeper view from a truly American, Dickensian Novel, of that period in America's history. If you "close your ears" you will not understand...but open your ears...and read and seek.
Not trashing you, though. Most of us don't have time to read or reflect because we are working too hard to keep our jobs in Bush America Continued....or we have "too much time on hands" after being Downsized or culled out of the Work Force.
There's no time left for reflection in America these days. Who has TIME? I'm working to keep myself going like the rest of us. It's just that I'm older and remember a time when I actually had "TIME" to read..because Workers Rights were enforced until Reagan...so I worked in Publishing..at that time..and had the time to read. And, I'm older ...and you guys younger don't have the time I had...and that's sad in itself... :-( Workers Rights gone...time with Family ...gone...Everybody works or tries to find work and the rest of the time is trying to forage for your family. It's what it is today. And, that's how "The System" since Reagan has Double Crossed us.... and that's why we are pawns to both Repugs and Rightward Democrats trying to steal the last crust of bread from us and our children and all of our futures.
