CONSULTATION
SEC. 3.
The President in every possible instance shall consult with Congress before introducing United States Armed Forces into hostilities or into situation where imminent involvement in hostilities is clearly indicated by the circumstances, and after every such introduction shall consult regularly with the Congress until United States Armed Forces are no longer engaged in hostilities or have been removed from such situations.

1. That's just a piece of paper.

And it was treated as such looooong before Obama became Pres.

Not defending it being ignored. I'm just sayin'

4. US presidents love to throw their weight around
They always ignore the congress when it comes to military action.

Its one of the perks of being president apparently, you can ignore certain things that are inconvenient for your power.

10. Not to split hairs, but do both Houses of Congress, all members present,
have to be consulted or a few select Members, such as those in Leadership?

In his meeting with Members of Congress today, sources tell ABC News, President Obama said he expected that the period that the US would be involved in heavy kinetic activity would be "days, not weeks," after which he said the US would then take more of a supporting role.
