1. It means I oppose the resolution but am not going to get in the way

Funny how POTUS was in Brazil just after Brazil abstained from the vote.

I'm insufficiently informed on the subject to declare one way or another.

90% of those who voted for the first Patriot Act SHOULD have abstained.

tho, ideally if people have questions about an issue, they should be given ample time and opportunity to have them answered.

I think, lots of people vote without sufficient knowledge.
