Have prison authority hierarchies been infiltrated by people who approve of suicide bombings inside prisons?
Are prison authorities operating under rules that make it impossible for them to prevent bomb-making materials from being transported into prisons?
Are prison walls ineffective because of their current locations, configurations, designs, etc?
What are the historical trends on suicide bombings within prisons? Were they more frequent during some periods of the past than they are now? Were they less frequent during some periods of the past than they are now?

This may help:
First rule of business writing: NO ONE HAS THE TIME TO READ WHAT YOU WRITE. So keep it short.
Second rule of business writing: NO ONE HAS THE TIME TO READ WHAT YOU WRITE TWICE. So make sense the first time.
