Website to view updated radioactivity levels in Japanese prefectures (English)

Apparently they are updated at least daily:

Updates are listed in the middle of the webpage, latest:

http://www.mext.go.jp/english/radioactivity_level/detail/1303986.htm

Each prefecture shows a 7 day graph, except Miyagi which was pretty much obliterated by the quake and tsunami, and Fukushima which is a much more detailed .pdf file with readings taken at different locations, including its two nuclear facilities, along with other pertinent information.

2. Yeah, outside of Fukushima, the readings spiked in some prefectures

only on the 15th, including Tokyo.
