They thought everything was ok but then more smoke started coming from reactor #2. They still don't know exactly what it was. They don't think it was from that spent fuel pool however. There are a lot of things that could be burning in there that aren't necessarily radioactive. But the radioactive readings did spike and so that's why they had to pull everybody back."

By the way he also made a comment about the agencies beting very paternalistic and people not trusting them...
