Prosecutor general refused to investigate corruption: WikiLeaks
Monday, 21 March 2011 14:58
Edward Fox

The former Prosecutor General Luis Camilo Osorio clashed with the U.S. embassy in Bogota over U.S. allegations against members of his office and Osorio's subsequent refusal to set-up an anti-corruption unit, a WikiLeaks cable has shown.

In March 2004, the U.S. was becoming increasingly concerned that paramilitaries had infiltrated Colombia's lead prosecution entity and could thus damage its reputation among both the Colombian people and the U.S. government.

Osorio agreed with a U.S. demand to polygraph officials from his unit but refused to create an anti-corruption unit on the grounds that he could not assign this important jurisdiction to an entirely new unit. The role therefore, he suggested, would have to come from an ad-hoc unit.

Osorio also adamantly denied having any personal contact with illegal groups though the then-U.S. Ambassador William B. Wood expressed his reservation over the handling of some cases, with those who zealously pursued the conviction of drug traffickers or former paramilitary soldiers ultimately being dismissed before the investigation produced results.

1. This is the Bush Junta we're talking about, which, in March 2004, was torturing prisoners
in Abu Graib, in other prisons in Iraq, in prisons in Afghanistan, in Guantanamo Bay and in torture dungeons around the world, and had unleashed Blackwater and other terrorist mercenaries to wreak havoc in Iraqi society, and was 'losing' a billion dollars in Iraq (at least), and was using the U.S. Dept. of Justice to prosecute Democrats--the most scofflaw, thieving, murderous government the U.S. has ever seen--preaching to Colombia about its justice system???!

What's wrong with this picture?

Until proven otherwise, I would apply my Bush Junta 'rule of thumb' to this set of cables: whatever the U.S./Bushwhack ambassador was saying, the opposite is true.

My guess: Since the Bush Junta was undoubtedly helping Alvaro Uribe to spy on prosecutors and judges (and others), they probably knew who might obstruct their cocaine trade consolidation or who might cause Uribe (or Bushwhacks) trouble for various crimes committed in Colombia, and were trying to interfere with the Colombian justice system by getting people who could cause them trouble removed (or defunded or harassed). If I had the wherewithal to investigate the matters in these cables, that's the premise I would start with: that Wood is lying bastard and is doing the opposite of what he says. He was probably being fed names by the Uribe and Bush/CIA/NSA spying operations.
