During a press briefing Sunday in Rio de Janeiro, where the president was promoting trade, national security adviser Tom Donilon said the administration is keeping Congress “fully informed as to what we are pursuing” in Libya but stopped short of saying Obama needs a Congressional sign-off for the type of action being taken.

“Consultation with Congress is important” in terms of defining the role the United States will play in the Libya attacks and in defining the outcome, Donilon said. “The administration welcomes the support of Congress in whatever form that they want to express that support.”

4. Consultation with Congress is REQUIRED by law, and it STILL has to be imminent danger
The Resolution actually says that war can only be waged in three instances:

1) By Declaration of Congress, per the Constitution

2) By Authorization of Congress (which would allow situations were we weren't attacked; this is what Junior used for Iraq)

3) When the United States, its Territories or Possessions or Armed Forces are Attacked

None of this fits. #3 could have been used if Authorization (not mere consultation) had been secured, but it wasn't. Consultation still hasn't happened. Authorization still hasn't happened.

It's okay, though, because it wasn't a Republican.
