Plenty of "Go Army" ads on MSNBC and CBS and ESPN and pretty much every other network out there.

It's pretty loose and frankly rather irresponsible to claim that they are "federally funded." Just because the feds do business with some entity doesn't make that entity "federally funded." If that were the case, then Avis Rent-A-Car is "federally funded" because sometimes the FBI or whoever will fly into a city and rent a car from them. I think most people would agree that's a pretty absurd definition of "federal funding."
In addition, if FNC is federally funded by this definition, then so is pretty much every other network out there. MSNBC, CNN, TBS, ESPN, ABC, CBS, NBC, SyFy, and a whole host of others also get things like ads from the Army and Marines.
