3. We are engaged in military actions in Iraq, Afghanistan, Pakistan, and Libya
and if it involves our military killing other human beings, I call it "war" (which may also include the nebulous "war on drugs").

The U.S. Senate is getting EXACTLY what they asked for...

Excerpt from resolution:

(7) urges the United Nations Security Council to take such further action as may be necessary to protect civilians in Libya from attack, including the possible imposition of a no-fly zone over Libyan territory;

(11) welcomes the outreach that has begun by the United States Government to Libyan opposition figures and supports an orderly, irreversible transition to a legitimate democratic government in Libya.

9. I count "on Drugs" and "on Terror" as metaphors.
...especially since Bush's handlers had to actually be on drugs when they cooked up the War on Terror marketing campaign. But if we go with Yemen, it's four currently, by my count. Not sure if Yemen makes the cut, however.

We have Special Forces actively assisting government troops in various countries engaging this "war on drugs".

15. Well, Since Iraq is More or Less a Peaceful Occupation Now
and Libya is a short-term air campaign, I would say only Afghanistan qualifies.
