Donald Rumsfeld: White House lacks goals, vision for Libya
I’ve always believed that the mission should determine the coalition,” the former Bush and Ford defense secretary told POLITICO on Wednesday, but instead the Obama administration has let the coalition – the group of European countries partnering with the United States in attacking Libya – determine what the mission is. Thus far, that’s meant that there’s no U.S. objective other than establishing a no-fly zone, the measure the United Nations Security Council approved last week.
“You decide what it is you want to do and then you get other countries to assist you in doing that,” he said, “And, in this case, it looks like just the opposite was done, that the coalition is trying to determine the mission and it’s confused. … If peoples’ lives are at risk and you’re using military forces, you need to have a rather clear understanding as to who’s in charge and who’s making the decisions.”

In light of this contradiction, is it an acceptable outcome for Qadhafi to remain in power after the military effort concludes in Libya?" Boehner wrote in a letter on Wednesday.
Boehner also said he wants to know what Obama considers the "benchmark for success in Libya" and whether the U.S. military will ramp up its role if coalition partners drift away.
"I and many other members of the House of Representatives are troubled that U.S. military resources were committed to war without clearly defining for the American people, the Congress, and our troops what the mission in Libya is and what America’s role is in achieving that mission," Boehner wrote.

The minute we did something, the Arab League began criticizing us doing it. I think that two wars in Iraq and Afghanistan is a lot. I think that the problems we have in Pakistan, Egypt — go around the region. We could get engaged by this standard in all sorts of places. I would not have intervened. I think there were a lot of other ways to affect Qaddafi. I think there are a lot of other allies in the region we could have worked with. I would not have used American and European forces.
“Given our extensive involvement in Iraq and Afghanistan, where we’re already stretched thin, now to be drawn into another international conflict,” the Maine Republican said.
Snowe said Obama has failed to provide Congress with the full picture of mission objectives and an exit strategy for Libya.
“He should be consulting with Congress,” Snowe said bluntly. “It raises concerns overall.”

And we need now to support him and the efforts that our military are going to make. And I regret that we didn't act much more quickly and we could have, but that's not the point now. The point now is let's get behind this effort and do everything we can to support it.
