Indiana official advised Scott Walker to stage phony attack

During the intense public battle with public employee unions last month, Wisconsin Gov. Scott Walker (R) received an intriguing email from an admirer claiming to be a deputy prosecutor from Indiana. The email suggested that Walker should fake an attack on himself, in order to create sympathy for his cause and damage the reputation of the unions. The Wisconsin Center for Investigative Journalism has the email: (click link to see email).


The e-mail was signed by “Carlos F. Lam.” WCIJ did some digging and discovered that indeed, there is a Carlos F. Lam who is a GOP public official in Indiana. He is a deputy prosecutor in Johnson County, Indiana — which is the same area the e-mail was sent from, according to its IP information. Lam also has a history of anti-union comments online: he’s written that Indiana is “an unsustainable public worker gravy train bubble.” In another, he said “unions & companies that feed at the gov’t trough will fight tooth & nail against anything that un-feathers their nests."

To be fair, this article says nothing about the Walker response to the email. If this was after the punked phone call I would imagine that whatever Scotty's reaction to the email shown in the piece, he would not share his opinions with his colleagues for fear of having anything he said recorded and/or revealed in the media.

That having been said, Mr. Walker admitted that he "considered" sending Agent Provacateurs into the opposition crowd in Madison to "cause trouble," and only rejected the idea for fear that violence in Madison would lead his supporters to press him to negotiate instead of standing firm. NOT because such an idea is morally reprehensible and a risk to the health and safety of the citizens of Wisconsin. So I would not put it past Scotty to consider--at least for a moment--a false flag attack on him to garner sympathy and condemnation of his opposition. But I imagine the way he is already boldly entering the Capitol through tunnels and going to the farthest corners of the state every time there is a rally in Madison, that Scotty would never let someone hit him or shoot in his general direction, even with blanks. 2 people liked this. For those who haven't seen the prescient movie:

The story shows how an evil man can utilize right wing themes and hot button issues to gain real power and influence the direction of this country. Robbins is great as the right wing, racist, Senatorial candidate. The sad thing is, you can see how easy it is for this horrible man to manipulate the media into getting him elected. By using good looks and off hand remarks candidates are able to steer elections in the direction they want them to go.
The media is dazzled by fluff and sound bites, they turn a deaf ear to real issues.

I've been trying to find out the status of the recall petitions in WI. Upon googling the question I ran across articles about a group that is trying to get petitions signed to recall the dems who went to IL. Sure, IP addresses can be traced back to whomever logged in and if he was located at the time where the account was logged into from, it would be safe to say it was him.

Unless of course the IP address was spoofed and tricked the hotmail servers into thinking the account holder was logging in from another location which is always possible but less likely.

Will the Deputy Prosecutor be possibly disbarred or otherwise chastized ?

Will the law enforcement official be disciplined ?

Can anyone charged with a crime in the geographic areas of either of these two folk be able to use the gross malfeasance of these public officials as a defense against prosecution ? (Or as a fact to use in a lawsuit against these individuals for misbehavior up to and including civil rights violations?)

An update at Wisconsinwatch.org indicates that as of 3:59 PM, Lam admitted authorship of the e-mail and submitted his resignation.

Now then, I would think that a solicitation of the governor by a county prosecutor to commit a felony constitutes a criminal conspiracy. The question is, did the governor's failure to immediately report or otherwise take action in response to Lam's criminal behavior constitute obstruction of justice, and can Walker now be impeached for this? It may be a bit of a stretch, but it sure seems to me that a governor ought to have some sort of ethical obligation to disclose this sort of behavior, particularly when it involves a state or county official. 8 people liked this. Note that Lam begins by offering his credentials to speak on his suggestion. He's been in GOP politics for 18 years. In other words, I know what I am about to tell you from experience. Then he lays out the idea, and a little of the psychological value: a little practical and a little theoretical.
