If the UN charter is some sort of binding agreement between all nations, where is Russia, China, etc

If the UN charter is some sort of binding agreement between all nations, where is Russia, China, etc
I see the UN Charter thrown around as justification for this....but if the UN charter were some sort of requirement to act, why isn't every single country in the world not acting, as they are supposedly required to?

2. Russia and China both are on the Security Council and are voting members, and both abstained from
voting on Libya, thus allowing the vote to pass. I believe they are just opposing this in public, and support it behind the scenes. If they had voted against it, it would never have happened.

5. So did India, Brazil and Germany.
The emerging market countries and Germany aren't interested in spending their treasure on this adventure.

6. China and Russia do not play with others well. Both are nationalistic
to the extreme. They are big on "sovereignty". They do
not or will not tolerate any other country "interfering
in their business", so they use this to avoid taking
any stands against other countries. Of course they make
criticisms of USA. They both do business with Libya
so they find it better to have Ghdaffi in place, I assume.
Human Rights is not exactly their strong suits.
