Oddly enough, they probably understand each other. Twins are weird that way, and often develop language between them before starting to speak the language around them.
The one kid lifts the foot with no sock several times during this conversation, and the other looks down at his own feet. The topic is clear, although I'm not sure what the conversation is about in specific terms.
Basically, though, I suspect it goes something like this:
Baby1: Where's your other sock? Baby2: I don't know. I had it earlier. Baby1: Did you leave it in the living room? Baby2: Could be. Give me your sock. Baby1: No way, dude. Get your own sock. Baby2: Whatever. I don't need another sock anyhow.
Something like that.
