All that money sucked up by the Pentagon, and none: for any peaceful purpose, for healthcare, for real education expansion and reform, for rebuilding social safety nets, for policing the systematic and epidemic corporate financial fraud...
The people with all the political power don't want money to go to any of these other things because there's no benefit in it for them or for their rich owner/sponsors.
They have been told that they need to keep funneling money through the military so that we give corporations control of, and access to natural resources. We also make all the third word governments cower so that they'll do whatever big corporations tell them to do, or else.
We're the unspoken but well known threat that corporations hold over their heads. "Give us your resources at a bargain rate or we'll call in the US military to take everything."
And any money we don't shovel into the military for the benefit of big businesses we give directly to the big businesses. There just isn't anything left for helping us little people. Of course, why would they want to bother helping us little people? We're so little, after all.

3. Eisenhower said what you said: |

"Every gun that is made, every warship launched, every rocket fired, signifies in the final sense a theft from those who hunger and are not fed, those who are cold and are not clothed."
