RALEIGH -- Eroding benefits and a mandated monthly premium for state employees and teachers for their own insurance are inside a $515 million dollar proposal to keep the North Carolina public employee insurance plan solvent that's moving closer to Gov. Bev Perdue's desk.

The House gave tentative approval Wednesday to the package in a party-line vote of 64-51. It's already had one Senate vote and two House committee votes this week.

The measure would require workers to pay a premium no matter what level of coverage they have for the first time. Most would pay $17 or $22 per month. Retirees would face a similar premium if they receive the higher tier of coverage. The plan also would shift to the state treasurer's oversight.

A final House vote should come Thursday.
