Just in his mid-20s, Brian Deschane has no college degree, very little management experience and two drunken-driving convictions.

Yet he has landed an $81,500-per-year job in Gov. Scott Walker's administration overseeing environmental and regulatory matters and dozens of employees at the Department of Commerce. Even though Walker says the state is broke and public employees are overpaid, Deschane already has earned a promotion and a 26% pay raise in just two months with the state.

How did Deschane score his plum assignment with the Walker team?

It's all in the family.

His father is Jerry Deschane, executive vice president and longtime lobbyist for the Madison-based Wisconsin Builders Association, which bet big on Walker during last year's governor's race.

The housing industry knows hard times. From its peak in 2005, the number of new homes being built in Wisconsin plummeted by 85%. Construction on new land development in Wisconsin has nearly ceased. One in four Wisconsin carpenters, equipment operators and other construction industry workers have lost their jobs. Wisconsin factories, which supply the nation with windows, doors, plumbing fixtures and more, have laid off thousands of workers. The housing industry has been especially hard-hit by the recession.

These laid off workers, and their struggling employers, are living with hard choices every day. Experts say the economic recovery has begun, but it will still be two years or more before construction employment in Wisconsin has returned to normal. In the meantime, we must continue to make hard choices.

With this as background, the Wisconsin housing industry applauds Governor Walker for his courage in making hard budget choices. Rather than add state employees to Wisconsin's high unemployment rolls, the governor has made the difficult decision to ask workers to share the cost of their benefits. It's a difficult choice, but mild compared to the choices being made by construction employers, workers, and their families.

As residents of Wisconsin, we are all in this together. Private and public workers, private and public employers, we are all facing the same difficult decisions. Builders, construction workers, and the factory workers who produce building components, have been struggling for two years. While benefit reductions are something no one cheers about, these private sector workers understand the pain that public sector workers feel, but also recognize that these painful decisions are necessary.

This is theft from ALL of the Wisconsin citizenry, who deserved a highly qualified professional in that job.

A position with this description would normally be filled by someone with specific expertise, 10-15 years of experience, significant PROFESSIONAL management experience, and typically an advanced or professional degree.

In the public sector, under today's horrible employment conditions, there would be 500 applications, 100 qualified candidates, and a dozen "perfect" candidates for this description. That, of course, assumes that the position description ever saw the light of day.

This job was not a political appointment, where you have some license for some smelly hiring. It is a professional civil service post, directing the work of career professionals. Where is the job requisition? What were the stated qualifications? How was it advertised to the public? What other candidates were rejected, and what were their their credentials? What does the Wisconsin Department of Employee Relations have to say? What does the State Attorney General's office have to say?

It is time to investigate our newly Walker-appointed Secretary of the Department of Commerce, Paul Jadin ([e-mail]). Ultimately, the stink of this thing is his responsibility. Government is failing ALL of us at every level, and only a fool would think it's a republican or democratic thing. This case is particularly offensive. This is the worst of Chicago style.
