$81,500/yr Walker appointee has little experience, two DUIs, lobbyist father
Source: Milwaukee Journal Sentinel

Just in his mid-20s, Brian Deschane has no college degree, very little management experience and two drunken-driving convictions.

Yet he has landed an $81,500-per-year job in Gov. Scott Walker's administration overseeing environmental and regulatory matters and dozens of employees at the Department of Commerce. Even though Walker says the state is broke and public employees are overpaid, Deschane already has earned a promotion and a 26% pay raise in just two months with the state.

How did Deschane score his plum assignment with the Walker team?

It's all in the family.

His father is Jerry Deschane, executive vice president and longtime lobbyist for the Madison-based Wisconsin Builders Association, which bet big on Walker during last year's governor's race.

81. Lobbyists for Builders' Associations were the slimiest of all
The one who slithered around the halls of the Pennsylvania legislature was a notorious liar who was not the least bit embarrassed about knocking up a young secretary, then refusing to marry her and neglecting the son he fathered.

The Builders had a very well-financed lobby at both a national and state level - fought tooth and nail and with lots of bribes, oh, excuse me, campaign contributions, against passage of a statewide builders' code which forced them to hire state licensed electricians & plumbers, as opposed to having such work done by untrained migrant labor. And the members of the builders' associations were the guys who made fortunes putting up McMansions.

Wisconsin Builders Association Supports Budget Adjustment Proposal
Statement by Wisconsin Builders Association Executive Vice President Jerry Deschane

The housing industry knows hard times. From its peak in 2005, the number of new homes being built in Wisconsin plummeted by 85%. Construction on new land development in Wisconsin has nearly ceased. One in four Wisconsin carpenters, equipment operators and other construction industry workers have lost their jobs. Wisconsin factories, which supply the nation with windows, doors, plumbing fixtures and more, have laid off thousands of workers. The housing industry has been especially hard-hit by the recession.

These laid off workers, and their struggling employers, are living with hard choices every day. Experts say the economic recovery has begun, but it will still be two years or more before construction employment in Wisconsin has returned to normal. In the meantime, we must continue to make hard choices.

With this as background, the Wisconsin housing industry applauds Governor Walker for his courage in making hard budget choices. Rather than add state employees to Wisconsin's high unemployment rolls, the governor has made the difficult decision to ask workers to share the cost of their benefits. It's a difficult choice, but mild compared to the choices being made by construction employers, workers, and their families.

As residents of Wisconsin, we are all in this together. Private and public workers, private and public employers, we are all facing the same difficult decisions. Builders, construction workers, and the factory workers who produce building components, have been struggling for two years. While benefit reductions are something no one cheers about, these private sector workers understand the pain that public sector workers feel, but also recognize that these painful decisions are necessary.

Remaking Commerce agency

As Gov.-elect Scott Walker and the Legislature consider how to get the most out of state economic
development efforts, one emerging answer is to dismantle Commerce and rebuild it along the lines of a
public-private partnership, a model followed in some states.

That approach may work, but it could leave programs in seven other state agencies essentially untouched.
Another option may be to relieve Commerce of its regulatory functions and make it a central
clearinghouse for programs now housed in other state agencies.

12. I'm amazed
they were able to find someone so qualified for such a piddly salary considering how the economy is humming along and how few people are out there looking for work. I wonder how Wisconsin's teachers feel about that. They have a starting salary of $25,222 a year which increases by 21% over 10 years,

I can't recall seeing this level of tone-deaf arrogance in a politician before. i really hope he's digging his own grave.

21. I think I see Walker's reasoning here:
You see, public employees make way too much money, much more than they are worth--ruining the country, in fact--so Walker, naturally, has to hire this unqualified, worthless piece of shit son of a friendly lobbyist in at eighty-plus grand per year to lure him away from the private sector that doesn't want him and pays more than the public sector that gets paid too much.

It's all about economics.

You'd know that, too, if you didn't go to college not to learn about such things like Walker didn't.

I probably need to go to bed.

54. Here's the most troublesome part:
"Hulsey noted that the recently approved law that made collective bargaining changes converts 37 top agency attorneys, communications officials and legislative liaisons from civil service positions to jobs appointed by the governor"

“This is an example of the quality of candidates you’re going to get,” said Hulsey

73. Wow, I guess a lot of Republicon kids will be getting high paying government jobs with benefits paid
for by the good people of Wisconsin. Just how sick is this Walker guy? I know how sick the pubes are, but he and Rick Scott of Florida seem to have a more in depth and radical sickness. Can't there be a new law passed that says people running for positions of power must undergo psychological evaluation?

...it won't take a college degree, management experience, or sobriety to oversee them. Young Master Brian is eminently qualified!

69. Mid 20s, no college degree, no experience in management? You're hired to a job paying $81,500per yr
to oversee environmental and "regulatory" matters for which you probably have no experience in as well, and you will be overseeing dozens of employees (probably with actual experience and education way above yours)???????????and his father is a longtime lobbyist for a builders association that probably forces companies to use Koch building products? And these people are not crazy? This can't end well for this little punk with no experience in dealing with people, especially people who have experience in this field. How does he direct his 30,40, 50, 60 yr. old SUBORDINATES to do what they need to do, when he has no experience in how to do it? And as for regulations, how will he even understand them? During meetings, how will he explain how and why certain regulations are applied and when they should or should not be? This sounds like business as usual for whack job Dicktator Walker and his band of liars and law breaking thieves. This story will not end well.

If his father was the head of surgery at a local hospital, I suppose they would hire him to perform surgeries without the education and experience? Wouldn't want his uneducated, inexperienced ass touching me.

The kid will go far. Rich conservanazi father can now buy him government positions. Just like Wanker, NO college degree. For a conservanazi's kid, he'll go far.

Like Bigbucks Doug always says, "We've got the best damned democracy money can buy."

87. Just more proof why America is failing
People doing jobs they're not qualified for. It reached to the depths of our job market.
The recent problems with holes in planes ? Not only deregulation but people who are
either too tired from working two jobs or unqualified and don't give a darn. I've seen
this trend for the past three decades.

Comments for No degree, little experience pay off big page 106

pupdog - Apr 05, 2011 3:20 AM

This is theft from ALL of the Wisconsin citizenry, who deserved a highly qualified professional in that job.

A position with this description would normally be filled by someone with specific expertise, 10-15 years of experience, significant PROFESSIONAL management experience, and typically an advanced or professional degree.

In the public sector, under today's horrible employment conditions, there would be 500 applications, 100 qualified candidates, and a dozen "perfect" candidates for this description. That, of course, assumes that the position description ever saw the light of day.

This job was not a political appointment, where you have some license for some smelly hiring. It is a professional civil service post, directing the work of career professionals. Where is the job requisition? What were the stated qualifications? How was it advertised to the public? What other candidates were rejected, and what were their their credentials? What does the Wisconsin Department of Employee Relations have to say? What does the State Attorney General's office have to say?

It is time to investigate our newly Walker-appointed Secretary of the Department of Commerce, Paul Jadin (Paul.Jadin@wisconsin.gov). Ultimately, the stink of this thing is his responsibility. Government is failing ALL of us at every level, and only a fool would think it's a republican or democratic thing. This case is particularly offensive. This is the worst of Chicago style.

By the way, check out Jadin's picture on his government departmental site. Let's just say... it fits.
